Gifted & Talented Enhancement Programme

Background
For the past year a project group have been tasked to review the Competition Framework for Rugby League. Part of the groups remit was to begin to address the contentious issue of the NWC schools continuing to play U11 town team representative rugby which is against the rules of the modified games, criteria set out by Coach Education and the ethos of the game. This paper is the programme which all partners have agreed is the way forward from 07/08 season.
Programme Aim
The programme is aimed at year 6 pupils who have been identified as talented athletes and provides them with an opportunity to explore, discover and enhance their potential.

The programme will cover a wide range of FUNdamentals activities

Definition
For the purpose of this programme, a talented child is one that regularly demonstrates, or has the potential to demonstrate, high levels of specialised and functional movement skills which are beginning to become more clearly defined in a game-like situation.

Location of programme in existing talent development pathway
This programme builds on school-based identification and development programmes designed to enhance fundamental movement skills and recognise the range of abilities inherent within a child. From this talent development programme the next stages of talent development is through Service Area games at year 7.

Programme Outcomes
1. Participants to be further aware of their talents through Rugby League
2. Talent Identification and awareness of Rugby League
3. Participants are challenged and enjoy the experience through a focus on Rugby League
4. Participants have an opportunity to explore their potential through Rugby League
5. Participants have the opportunity to celebrate their performance
6. All participants have a clear exit route from the programme to ensure they have the opportunity to continue playing rugby league i.e. promotion of School-Club links etc.

Criteria
* Programme is centred around the School Sports Partnerships
* School Sports Partnerships need to apply to the RFL to become part of the programme through their Partnership Development Manager (PDM)
* The programme must invite involvement from all relevant partners i.e. Service Area, clubs, Specialist Sports Colleges etc.
* Programme must adopt the RESPECT code of conduct and follow the programme issued by the RFL, ensuring suitably qualified deliverers.

Content
Application
* School Sport Partnership would apply to the RFL for an application form
* Completion of the application form would contain all the detail needed to ensure the quality of the programme and the SSP is capable of delivering i.e.
- Name of Project Coordinator
- Coordinator Contact Details
- RL Qualified Coaches and their ID numbers
- Sports Coaches, their qualification & role in the programme
- Names of Schools involved
- Outline of Rugby League activity within SSP area
- Exit route for players
- Formalised School-Club Links
- Delivery Site(s)
- Teachers involved in delivery of programme
- Other SSP within a 20 mile radius who are also to deliver the programme (important if there is to be a playing element to the programme i.e. SSP Vs SSP).
* Upon receipt of the application an RFL panel would decide on whether the SSP may deliver their official programme.

Training and moderation
* Guidance issued through the RFL programme notes to the PDM to deliver to their School Sport Coordinators (SSCs based in Secondary Schools) who will in turn provide guidance to Primary Link Teachers (PLTs based in primary schools).

Identification
* Physical Education departments now access resources that allow for the assessment of fundamental movement skills and the profiling of potentially talented athletes in terms of their cognitive, social, creative, personal and physical ability. This will form the basis for selection onto the programme in conjunction with the RFL.
* If assessments within the School?s PE curriculum are used it suggests that this programme is for G&T athletes who are not necessarily the best rugby league players. The pupils athletic potential (agility, speed, strength etc), leadership potential, decision making skills and ability to perform ABCs of physical literacy will all be taken into consideration.
* The physical aspect of rugby league must also be taken into consideration when identifying potential i.e. athletes who shine in contact situations during games.
* Selection will be led by PLTs and SSCOs with guidance from local partners i.e. coaches, teaches, clubs, service area members etc.



Programme
* Head Coach to have a minimum of a level 2 (Club Coach) rugby league coaching qualification.
* Other coaches to have an equivalent coaching qualification.
* All coaches to be CRB checked
* Coach ratio: Head coach plus 1:10
* Programme to have a clear start, middle and end. Start will provide clear education and guidance to the parents and their children via an induction meeting to ensure all partners know the nature of the programme, expectations etc. The end meeting will show partners what has been achieved and clearly sign post participants to further opportunities to continue their participation.
* ?Feedback Forms? will be completed by all involved in the programme to help monitor and evaluate the content and inform the RFL if any refinements need to be made.
* The programme is a holistic programme addressing development of fundamental skills and the needs of the participants - common guidelines issued by the RFL.
* Emphasis is on training with the games provide an opportunity to test their skills and abilities. The ?games? element will be added to this statement if and when the calendar/format is agreed.

Playing Opportunities
* Modified games rules
* Matches are used so that players have the opportunity to ?self review? and evaluate performance. This is then linked to the next training session.
* Games can be played mid week
* The RFL advises due to the contact nature of the sport players should have a full days recovery the day following a game
