Transfer Rules

NWC 8-12's rules concerning transfers

Transfers
12(a). Teams may only apply for two transfers in any one season. Both transfers must NOT be from the same club.

(b). A player may only play for a club in his/her district. If there are no teams in a district at that player's age group, then the club wishing to register them MUST seek special permission from the Association in order to legitamately sign them.

(c). Transfer request must be made in writing to the Association Chairman by the club wishing to sign the player, together with a correctly filled in BARLA transfer form and the player's registration card. Transfer forms must have the written permission of both clubs involved before the Association approval is decided.

(d). Players selected for Association representative matches may NOT be transfered without the approval of the BARLA Youth Commission.

(e). The Association's decision on a transfer is final and will not be discussed in open meetings unless the Association executive decise otherwise. Appeals can be made as per BARLA rules. The Association Secretary is to be notified in writing by the apealing club of any appeal made to BARLA within fourteen days of the appeal being lodged.

BARLA rules concerning transfers

18. Transfers
(18.1) In the first instance all transfers to be dealt with by the District or Fixture organising League. In the event of any Appeal this to be heard by the BARLA transfers Appeals committee
(18.2) A youth team may only register two players each from different clubs on transfer each season. Additional transfers can take place if both clubs agree to the transfer in writing to the relevant Transfers Committee The season for this purpose from the Saturday preceding the spring bank Holiday. No transfers will be allowed after the last day in February each year.
(18.3) If a team at youth and junior level contains 5 or more representative players, that team shall not be allowed to admit any transfers of other representative players.
(18.4) Players who have attained the age of 18 will not be subject to the transfer rules if their involvement is with Open Age rugby only. The transfer rules will apply whilst they are registered and play with a Youth team.
(18.5) No youth or junior representative player i.e. one who has played BARLA International, County, regional, district or scholarship rugby in the last two seasons shall be allowed to transfer without the permission of the Association?s Youth and Junior Transfers Committee.
(18.6) Any player/club at youth and junior level has the right of appeal to the Association?s Youth and Junior Transfer Committee, whose decision will be binding.
(18.7) All players at open age, youth and junior age levels must fulfil all financial obligations to their current club or team before any transfer to another club including professional clubs will be permitted. This also applies to a player wishing to sign for a different club in future seasons.
(18.8) Only one transfer at youth and junior level per player per season will be allowed.
(18.9) Players from a disbanded team at open age, youth and junior age groups will be deemed to be free agents.
(18.10)Players must not have been registered with a team for two (2) calendar years before they are deemed to be ?free agents?.
(18.11) All Youth/Junior players once registered with a club many only transfer to another club in their domiciled area after it has been established that the player does not owe any money or equipment to the club s/he wishes to leave.
